Project Description:

Extension of Blackwell Road across 50 Highway, having a diamond interchange. Construction of Blue Parkway to Blackwell Road and Oldham Parkway to Smart Road, with an intersection at Blackwell Road. This project will be fully funded by the East 50 HWY TIF and managed by the City of Lee's Summit. MoDOT, City of Lake Lottawanna and Jackson County are supporting agencies with property interests and/or ownership.

Project Rationale:

Traffic conditions at the interchange of Todd George Parkway and 50 Highway will not accomodate the immediate and projected growth of surrounding development. Improvements to Todd George Parkway interchange are planned, but cannot mitigate the traffic congestion without alternate access to 50 Highway in eastern Lee's Summit. Blackwell interchange has been planned for over 40 years. Blackwell interchange will relieve some of the congestion at Todd George Parkway and surrounding streets, provide better access to eastern Lee's Summit, minimize the impact of travel during construction at Todd George Interchange, encourage economic development in the newly annexed property and meet the City's long range traffic demand.

Status Details:

TranSystems was selected as the design firm, teamed with HDR. Design is approximately 98% complete. The interchange has been designed with roundabout traffic control where the ramps intersect with Blackwell Road and at the intersection of Blackwell Road and Blue Parkway/Shenandoah Drive. All permits and enviornmental clearances have been approved. Acquisition of right-of-way, utility relocation and construction will be deferred until TIF funds are available to cover associated project costs. Such funding is contingent on development activity within the TIF Area.
