This project is one of six in the Lee's Summit Thoroughfare Master Plan. Funding for this project comes from the extension of the 1/2 cent sales tax (for Transportation Improvements) passed by voters in the spring of 2007. The project will construct a new roadway from M-291 east to the intersection of Hamblen Road and Bailey Road. A significant part of the project will be the design and construction of a bridge over the Union Pacific Railroad.

Blackwell Interchange at 50 HWY

Project Description:

Extension of Blackwell Road across 50 Highway, having a diamond interchange. Construction of Blue Parkway to Blackwell Road and Oldham Parkway to Smart Road, with an intersection at Blackwell Road. This project will be fully funded by the East 50 HWY TIF and managed by the City of Lee's Summit. MoDOT, City of Lake Lottawanna and Jackson County are supporting agencies with property interests and/or ownership.

Project Rationale:

Traffic conditions at the interchange of Todd George Parkway and 50 Highway will not accomodate the immediate and projected growth of surrounding development. Improvements to Todd George Parkway interchange are planned, but cannot mitigate the traffic congestion without alternate access to 50 Highway in eastern Lee's Summit. Blackwell interchange has been planned for over 40 years. Blackwell interchange will relieve some of the congestion at Todd George Parkway and surrounding streets, provide better access to eastern Lee's Summit, minimize the impact of travel during construction at Todd George Interchange, encourage economic development in the newly annexed property and meet the City's long range traffic demand.

Current Project Status:

TranSystems was selected as the design firm, teamed with HDR. Design is approximately 98% complete. The interchange has been designed with roundabout traffic control where the ramps intersect with Blackwell Road and at the intersection of Blackwell Road and Blue Parkway/Shenandoah Drive. All permits and enviornmental clearances have been approved. Acquisition of right-of-way, utility relocation and construction will be deferred until TIF funds are available to cover associated project costs. Such funding is contingent on development activity within the TIF Area.


Blackwell Road: Langsford Road to South Park Prop

Project Description:

This project involves the reconstruction of Blackwell from the south edge of Legacy Park to just south of Langsford Road as a three-lane undivided roadway, curbs and gutters, sidewalks, and drainage structures. The project also includes reconstruction of the intersection at Blackwell and Langsford which includes the installation of a traffic signal. The project is partially funded by Jackson County since a portion of the road is in the county.

Project Rationale:

Blackwell Road will be a major north- south corridor on the east side of the City. The projected increase in traffic in this area due to development and the new park warrant the need for improvements. This project is part of the 1997 Road Sales and Excise Tax program.

Chipman Road Bridge over Cedar Creek

Project Description:

This project is the replacement of the existing Chipman Road Bridge over Cedar Creek, just west of the RR overpass. The existing bridge shall be removed with a new bridge constructed in the same location. A signal will be installed for traffic safety through the tunnel under the old railroad embankment. Chipman Road will be closed in this area during the construction phase of the project.

Project Rationale:

The existing bridge is a deteriorating concrete structure with a 10-ton load limit. The heaviest traffic the bridge can now support is a school bus. If not replaced, other action will would be taken within the next year to either lower the posted load limit (no school buses), reduce to one lane lane of traffic, and/or reduced speed limit over the bridge or closing the bridge.

Current Project Status:

The construction of the bridge is proceeding on schedule. As of August 26, 2010, the bridge girders have been set and the contractor is beginning to form the deck and bring up the earth fills on either side of the new bridge. The bridge is currently scheduled to open on September 30, 2010.

Project Description:

This project is one of six projects funded by the 2007 1/2 cent sales tax renewal. This project will reconstruct the roadway as a 3-lane facility and acquire right-of-way for ultimate divided 4-lane facility with turn lanes. The existing one-lane RR tunnel will be removed, and widened to support two-way traffic.

Project Rationale:

SAFETY: This project will improve safety by leveling the roadway and improving sight distance. The right of way component will preserve right of way for future capacity improvements.

Current Project Status:

The City has completed the Request for Qualifications process of the design firm. Wilson and Company of Kansas City, MO was selected. Pending negotiation and approval of their design contract, conceptual study, design and survey work will begin in July 2010.

Project Description:

This project involves the construction of a new residential collector road from M-291 Highway to Birchwood Drive including a bridge. The total length of the roadway is approximately 3,500 feet. The project includes new sidewalk, curb and gutter, and storm drainage inprovements. The completed concept report outlines 3 proposed alignments for the bridge over the creek, right of way acquistionsj, park land conversion and estimated construction cost.

Project Rationale:

This road will be an east-west route for residential traffic to and from the Foxwood and Bordner subdivisions. This project is part of the 1997 Road Sales and Excise Tax program.

Current Project Status:

Currently, and in the forseeable future, there is no significant traffic demand for this project. Funding from the City's Excise Tax is not sufficient for this project. Since there is no significant need for this project and insufficient funding, it will be deferred indefinitely.

Project Description:

This project includes the addition of a median on Douglas between Vicotria and Tudor, a southbound right-turn lane at Victoria and associated signal relocations and modifications at the intersections to accomodate U-turn traffic. Continuous street lighting will also be installed along Douglas Street between Chipman Road and I-470.

Project Rationale:

The improvements will control unsignalized vehicle movements to improve safety and roadway capacity as the traffic volumes along this major corridor continue to increase.

Current Project Status:

This project is currently being designed. Public comments about the project were recieved at a public meeting and through the City's website. The comments have been posted on the website at the following address: http://cityofls.net/Transportation/Traffic/Douglas-Street-Improvements.aspx City staff has decided to delay construction of the project until 2011 based on the comments that were recieved. Delaying the project will allow construction to be completed before Novemeber 2011.

Project Description:

This project is completion of approximately 1/2- mile of Lakewood Way north of Woods Chapel Road. These segments complete the realignment of this road through the Eastport commercial development and adds a traffic signal at the intersection of Woods Chapel and Lakewood Way.

Project Rationale:

The realignment of the road provides increased separation between the Woods Chapel/I-470 interchange and the intersection of Lakewood Way and Woods Chapel in accordance with MoDOT standards. This separation will eliminate many of the traffic congestion problems occuring at the current intersection location.

Current Project Status:

Water line relocation is complete and storm drainage system is near completion. Rough grading has ben completed. The project is moving along well.


Lee's Summit Road, Colbern Rd to city limits

Project Description:

This project is one of six projects funded by the 1/2 cent sales tax approved in 2007. Lee's Summit is participating on this project as a joint venture with Kansas City, MO and Jackson County. The project will consist of building a 3-lane road to address current traffic and safety needs. Right of way for future expansion to 5 lanes will be acquired to accommodate projected long-term traffic growth. The work will include sidewalks, multi-use path and utility relocation. Lee's Summit will manage design and construction from Colbern Road to Strother Road. Funding will be shared between Lee's Summit and Kansas City with each city paying for the portion within their city limits. Kansas City, MO will design and build safety improvement between Strother Road and Gregory Blvd. Lee's Summit will provide funding for the portion of work within Lee's Summit. Design will begin from Colbern to Strother during the winter of 2009-10, with construction tentatively scheduled to start in 2014.

Project Rationale:

Primary purpose is safety improvements. Lee's Summit Road is heavily traveled minor arterial, but has several alignment and safety issues. This project will improve safety and expand capacity along this road.

Current Project Status:

Request for Qualifications of engineering design firms were advetised April 30, 2010. The selection, contract negotiations and Council approval processes normally takes 3 to 4 months, so design work should begin around early September. Both Lee's Summit and Kansas City have provided funding to complete the design phase of this project.


Longview Road, Pryor Road to Ward Rd

Project Description:

This project involves the construction of a collector road to replace the existing two-lane road from Sampson Road to Ward Road. The project includes a three-lane roadway, curbs and gutters, sidewalks, major drainage structures and streetlights. The total length is approximately 13,600 ft. The project includes the reconstruction of the bridge between Pryor and Murray as a four-lane structure. A traffic signal will be installed in a separate project at Longview Road and Ward Road. Project Rationale:

This project is part of the 1997 Road Sales and Excise Tax program. As development in the area increases, Longview Road will become a major east-west corridor for the southwestern part of the City with connection to major north- south arterials, Longview Parkway and Ward Road. The existing bridge is only one-lane wide with a limited weight capacity.

Current Project Status:

This project is to be constructed in two phases. Phase I included the section of Longview Road from Sampson Road to Pryor Road. This Phase of the project is complete.

Phase II of this project includes the section of Longview Road from Pryor Road to Ward Road. The Project was bid on Aug 21, 2009. The contract was awarded to Miles Excavating, Inc. and construction started the week of October 19, 2009. To maintain access the project is being constructed in sections. A new structure over Cedar Creek has been built, roadway base and base asphalt has been installed between Summit Falls and Ward Rd. Miles Excavating has begun constrcution of the section of road from Pryor to Summit Falls Dr. Construction is anticipated to be complete by November 2010.


Pryor Road and Summit Woods Traffic Signal

Project Description:

This project includes installation of a traffic signal on Pryor Road at the north driveway for the Summit Woods shopping center. The signal will be interconnected to the adjacent signals on Pryor Road.

Project Rationale:

Drivers are experiencing long delays as they wait to enter Pryor Road. With the opening of the new interchange, traffic volumes are expected to increase on Pryor Road to the point where the traffic signal will be warranted in the near future.

Current Project Status:

Construction will begin later this summer. The timing of this project is such that the signal will be in operation before the Holiday shopping season.


Pryor Road, Scherer Road to Longview Road

Project Description:

This project involves the reconstruction of Pryor Road from Scherer Road to Longview Road. Though right-of-way for the ultimate improvements is acquired, only interim improvements are being constructed at this time. The ultimate improvements (expanding the road to a four-lane arterial) are unfunded. The schedule for those improvements will depend on future development in the area.

Project Rationale:

Pryor Road is a major north-south corridor in the western portion of the City. The projected increase in traffic in this area, due to commercial development at Hwy 50 & I-470 and the construction of an interchange at Pryor and I- 470, warrants the need for improvements.

Current Project Status:

Pryor Road Improvements: Pryor Road (Scherer to Longview)and Scherer (Pryor to Ward) was opened to traffic on July 26, 2010. Pryor Road will remain a two lane road, each lane has been widened to 12 feet and a 6 foot dirt shoulder was added. Turn lanes on Pryor have been added at each of the intersections.

Project Description:

This project will straighten the S-curve located south of the bridge over Mouse Creek and north of Hook Road. The road will be widened to approximately 20-feet with shoulders. The length of road work will be about 500 feet. The road will be closed during construction.

Project Rationale:

This project is a safety improvement. The existing curve is blind, the road is very narrow and the ditches are very steep.

Current Project Status:

The project has been bid. A Council packet has been completed and awarded to Summit Construction. A preconstruction meeting was August 11, 2010. Sampson Road will be closed starting September 7, 2010 and estimated to be opened again in Mid October.


Strother Road Interchange

Project Description:

This project involves the construction of an interchange at Strother Road and I- 470 Highway. A TDD/TIF has been approved for the Chapel Ridge development which will provide funding to design and construct the interchange and various adjacent roadway improvements. In addition to the TIF/TDD funding, $8 million of federal funding is available for construction.

Project Rationale:

As development continues in this area traffic demands will warrant an interchange between Colbern Road and Woods Chapel on I-470. This project will provide additional access to the Airport and developments west of I-470 and open up the property east of I-470 for future developments.

Current Project Status:

The Todd George Parkway has started construction in July, 2010. Receieved concurrence from MoDOT and instructed to proceed with Pre-Bid meetings. The Strother Interchange has been completed and is open to traffic. A walk through to create a punchlist will be accomplished by City personnel.


Ward Road and Longview Road Signal

Project Description:

This project includes installation of a traffic signal at the intersection of Ward Road and Longview Road, and construction of a southbound right turn and a northbound left turn on Ward. Improvements on Longview Road, including realignment with South Lea Drive will be part of the Longview Road project. Federal funding of $544,000 will be available for construction. The City's portion of the project will be funded from the Road & Bridge fund.

Project Rationale:

Traffic signal warrant study (1998) verified that existing traffic volumes warrant a traffic signal at this intersection.

Current Project Status:

Design has been completed and all right-of-way has been acquired. Utility relocation is well underway. The construction has been advertised for bid, estimated start 10/01/10. The intersection west of Ward Road has been relocated to align with Lea Drive. Temporary stop control along Longview and Lea Drive will remain until the new traffic signal is operational. Longview Road west of Ward Road will remain closed to through traffic.


Ward Road and Persels Road Signal

Project Description:

Installation of a traffic signal and geometric turn lanes at Ward Road and Persels Road. Currently, the east and west legs of Persels Road are offset due to the location of the inactive railroad tracks. In order to expedite the design and construction, the project will not utilize federal funding. Federal funding of $700,000 previously allocated for this project was transferred to the Lansgford Road project in FY2005.

Project Rationale:

A traffic study identified this intersection as warranting a traffic signal due to existing traffic volumes. Auxiliary turn lanes will facilitate turning movements and provide better progression through the intersection.

Current Project Status:

Design is approximately 90 percent complete. Right of way acquisition is completed. The project was on hold for about two years while the City considered whether to realign Persels Road and discussed with the Union Pacific RR options regarding the right-of-way. The City has decided not to realign Persels Road and has submitted permit applications for the work within the RR right-of-way.

The City has constructed a temporary signal for the intersection. The operation of the temporary signal requires that, after vehicles turn left from Persels onto Ward Rd, they must stop at the RED light on Ward Rd. The permanent signal is capable of being designed to eliminate that short RED.

This is a joint project between Jackson County and the City of Lee's Summit that involves the realignment and construction of Woods Chapel from I-470 east to Liggett Road. The project includes construction of a four-lane arterial roadway, curb and gutters, sidewalks and drainage structures. The overall project is 7,200 feet in length and should be completed in the Fall of 2009. Jackson County is the lead agency for this project.

Project Rationale:

This project is part of the 1997 Road Sales and Excise Tax program. Woods Chapel Road serves as a major route through Lee's Summit that extends from Lee's Summit Road to US 40 Highway, adjacent to Lake Jacomo. The existing two-lane road is narrow, winding, deteriorating and is nearing it's capacity to handle traffic.
